2026 BRICS Labour and Employment Ministers’ Declaration

The BRICS Labour and Employment Ministers’ Declaration, adopted in Hyderabad under India’s 2026 Chairship, sets out a people-centred agenda to build resilient, inclusive and future-ready labour markets by expanding social protection and formalisation, strengthening portability of benefits for migrant workers, increasing women’s labour force participation and leadership, investing in skills, apprenticeships and lifelong learning, and leveraging digital public infrastructure to improve worker registration and social protection delivery, including for gig and platform workers. It also launches BRICS CONNECT, a voluntary, flexible cooperation platform focused on capacity building for social security, women’s participation in the workforce, skills and employability, and digital public infrastructure, while reaffirming peer learning and South-South and Triangular Cooperation through extensive consultation, joint contribution and shared benefits so that no worker is left behind.
