From October 2nd to 5th, 2023, the workshop titled “Towards an Unemployment Protection System in Bangladesh: Capacity Building and Learning Sharing” took place in Dhaka, Bangladesh.
This event is promoted by the International Labour Organization (ILO) as part of a South-South and Triangular Cooperation project, with the aim of supporting the development of unemployment insurance in Bangladesh through collaboration between Bangladesh and Indonesia.
Co-organized by the ILO and the Ministry of Labour and Employment (MoLE) of Bangladesh, in partnership with the ILO’s knowledge partner, Research and Policy Integration for Development (RAPID), this workshop brought together a total of 40 stakeholders, including representatives from governments, employers, workers’ institutions, and development partners from Bangladesh. The primary objective was to discuss social security concepts and ILO standards related to unemployment protection and the exchange of good practices on this topic.
During the workshop, participants engaged in a session where Indonesian resource experts shared their knowledge and experiences regarding the design and implementation of Indonesia’s unemployment insurance system (JKP) to promote South-South Cooperation between both countries. They discussed essential aspects such as employment conditions and social security in Indonesia.
The workshop covered discussions on the fundamentals of social security principles, ILO standards for social protection and unemployment protection, as well as an overview of Bangladesh’s current labour market conditions. Participants also took part in interactive sessions, which included a Q&A with the Indonesian delegates and a group exercise aimed at encouraging reflection and knowledge sharing.
Towards the end of the workshop, participants were presented with a draft roadmap titled “Designing and Implementing Unemployment Insurance Scheme in Bangladesh: A Roadmap for the Ministry of Labour and Employment.” They worked together in a group exercise to assess and enhance the proposed roadmap, fostering collaboration in the development of the Unemployment Insurance Scheme (UIS) in Bangladesh.
