South-South and triangular cooperation good practices in the World of Work in a changing multilateral environment: African Region

The Africa region showcased two impactful South-South and triangular cooperation initiatives that strengthened formalization systems and advanced decent work in agricultural value chains. Through its multi-country formalization initiative, the ILO and partner governments in Rwanda, Côte d’Ivoire, Guinea-Bissau and Cabo Verde deepened peer learning, co-developed diagnostic tools, and exchanged successful practices on social protection, labour inspection, digital enterprise registration and policy development, enabling countries to adapt proven solutions to their own contexts and embed them into national strategies aligned with Recommendation No. 204. At the same time, Madagascar, Kenya and France collaborated through a triangular horticulture initiative that strengthened SMEs and cooperatives in export-oriented agriculture, enhanced compliance with labour standards and ESG requirements, improved understanding of evolving EU regulations, and facilitated practical exchanges with Kenyan institutions and the Rungis market to boost competitiveness and create more decent jobs for rural workers. Together these initiatives demonstrated how African countries leveraged horizontal cooperation, shared leadership and tripartite engagement to build institutional capacity, support sustainable enterprises, and advance inclusive growth across the continent.
