
This study examines how South Africa’s productivity and employment policies intersect to promote decent work within the BRICS Productivity Ecosystems initiative. It maps the country’s institutional and policy frameworks—from the National Development Plan to key labour legislation—highlighting the interconnected systems that support inclusive growth, fair wages, and social protection.
The research shows that while South Africa has made progress in linking productivity growth to quality job creation, significant challenges remain: skills shortages, infrastructure deficits, and youth unemployment. Yet, the country’s robust legal and institutional foundations, combined with South-South and Triangular Cooperation (SSTC) through BRICS, offer a strong basis for innovation, peer learning, and sustainable development.
The study contributes to the BRICS Productivity Ecosystems for Decent Work Platform, a joint ILO and BRICS initiative fostering cooperation between governments, employers, and workers to strengthen productivity, equality, and resilience in the Global South.
